There is "resurgence of local protectionism and self-interest", as President Xi Jinping pointed out at the G20 Summit. The solution for collective action to address the problem is to form contracts in such forms as international treaties and agreements. Individual countries must be willing to share information, make real commitments, and internalize their international commitments into domestic laws and policies.
