Wang Chen, minister of the State Council Information Office, said on Thursday that laws guiding Internet information security should be drafted to specify the rights and responsibilities of all users.

China now has a 28.9% Internet population, which surpasses the world average level. Among the 400 million Internet users, 233 million get access to the Net through their cell phones.

The information head proposed to adopt a real name registration system for cell phone users and urged improvement of an Internet warning system for emergencies.

According to Wang, China is now home to more than 45,000 portal websites, among which are 75 state organization sites and 32 provincial portals.
