Abstract:
The new information technology revolution progress is advancing further, exerting a far-reaching influence on ways of human production and life. All major countries have adopted strategic measures to vie for a leading position in the new technological revolution. This report holds that IT application provides a strategic opportunity for China’s economic transformation and upgrading. It analyzes favorable conditions as well as problems and challenges in promoting China’s economic transformation and upgrading through IT application. It also puts forward the strategy of promoting economic transformation and upgrading through IT application consisting of two sectors and two drivers ("2 plus 2" strategy for short): the two sectors include developing the emerging strategic industry of information technology and enhancing other industries through IT application; the two drivers are technological innovation and business model innovation. In addition, the paper also puts forward relevant policy options such as the integration of national strategy, the "follow-up" institutional building, improvement of IT infrastructure, opening-up of innovation and strengthening of information security.
